02-004 Delegation of Authority
While the Board of Education of USD 263 is charged by the state with the
responsibility of providing educational opportunities for the children of its
schools and of directing those public school activities which the state entrusts
to its care and supervision, a carefully planned pattern of authority is
observed by the Board. The Board of
Education shall act as the general agent of the State in carrying out the will
of the patrons in USD 263 in matters of public education.
The Board shall be responsible for carrying out all mandatory laws and
shall consider itself the agent responsible for establishing, conducting, and
appraising the educational activities. To
fulfill these obligations, the Board delegates the direct administration of the
school system to the Superintendent of Schools, whom the Board appoints to act
as the executive officer of the Board. The
Superintendent shall be held individually and directly responsible to the Board
for the execution of all of its policies and its legislation, and for such other
duties as may be assigned to him/her by the Board.
Individual members have status as Board members only when acting
formally, as members of the Board while it is in session, or when specifically
authorized by the Board to carry out definite assignments.
