Section 03-005  Miscellaneous Duties
It shall be the duty and responsibility of the Board of Education:

A.        To select the Superintendent and support him/her in the discharge of his/her duties.

B.         To appoint (upon nomination and recommendation of the Superintendent) teachers, principals, supervisors, and all other employees.  The Board shall reserve the right to reject any nomination for employment and to ask for additional nominations in that case.

C.        To approve or disapprove, with recommendations for changes, the annual budget as prepared by the Superintendent.  (This budget shall include the sources and amount of revenue available, as well as proposed expenditures.)

D.        To determine, after consultation and discussion, with the Superintendent, the schedule of salaries for employees.

E.         To adopt, after consultation with the Superintendent of Schools, a set of by-laws and rules for government of the school system.

F.         To consider and approve or disapprove any recommendation of the Superintendent for additional Capital Outlay (buildings, sites, improvements), and to determine the means for financing such outlays.

G.        To consider and approve or disapprove any recommendation of the Superintendent and/or the Assistant Superintendent for extensions or re-adjustments of the scope of the educational activities in the school.

H.        To require and consider reports of the business transacted or the business pending and reports of the financial status of the school system.

I.          To require and consider reports of the Superintendent and Assistant Superintendent concerning the progress of the schools, in terms of
            the achievements of pupils, teachers, and administrators.

J.          To approve the list of bills for expenditures previously authorized and approved by the Superintendent.

K.                To represent the needs of the schools before the public.

L.                  To act as a court of final appeal for teachers, supervisors, and patrons, in cases which the Superintendent of Schools has not been able to resolve.

M.               To hear communications, written or oral, from citizens or organizations on matters of administration or policy.

N.                To consider and approve or disapprove plans of architects and other specialists pertaining to major undertakings of the school
            system which may be presented to the Board by the Superintendent and his/her assistants.
