Section 04-023 Evaluation
of Certified Employees
In accordance with the provisions of K.S.A. 72-9001, et.
seq., the following procedures shall be followed in the area of evaluation of
all USD 263 certified employees.

A.
The prime objective for all evaluations shall be instructional
improvement.
B.
All certified employees of USD 263 shall be evaluated annually during
their first 4 consecutive years of employment in USD 263.
C.
Employees in the first two consecutive school years of employment shall
be evaluated at least one time per semester but not later than the 60th school
day of the semester, except that any employee who is not employed for the entire
semester shall not be required to be evaluated.
D.
During the third and fourth years of employment the employee shall be
evaluated at least one time each school year, but not later than February 15.
E.
After the fourth year of employment, every employee shall be evaluated at
least once every three years but not later than February 15 of the school year
in which the employee is to be evaluated.
F.
The evaluations as specified above shall be in writing, and shall be
maintained in the personnel file of the employee for a minimum of three (3)
years from the date of the evaluations.
G.
The written evaluations as specified above shall be signed by the
employee, indicating that the contents of the evaluation have been presented in
writing to the employee being evaluated.
H.
The employee shall receive a copy of the evaluation as specified above
and said employee shall have two (2) weeks from the time of presentation to
respond in writing to the written evaluation, and a copy shall be forwarded to
the Superintendent of Schools.
I.
Any unsatisfactory ratings given on an evaluation shall be supplemented
by the evaluator with a written explanation of the reasons for the
unsatisfactory ratings.
J.
Each
evaluation as specified above shall be reviewed and discussed in private, with
only the evaluator and employee being present.
In the case of teacher evaluations, either the principal or teacher may
request the presence of the Superintendent of Schools.
K.
The
contract of any person subject to evaluation shall not be non-renewed on the
basis of incompetence unless an evaluation of such person has been made prior to
notice of non-renewal of the contract and unless the evaluation is in
substantial compliance with the Board's policy of personnel evaluation procedure
as filed with the state board in accordance with K.S.A. 72-9003, as amended.
L.
The Board
of Education shall delegate the authority and responsibility for teacher
evaluations to the building Principals, who shall work cooperatively with the
Superintendent of Schools.
M.
The Board
of Education shall delegate the authority and responsibility for Principal
evaluations to the Superintendent of Schools, who shall work cooperatively with
the Board of Education.
N.
The Board
of Education shall assume the responsibility for evaluating the Superintendent
of Schools.
O.
Except by
order of a court of competent jurisdiction, written evaluation documents and
responses thereto shall be available only to the evaluated employee, the
administrative staff making the evaluation, the USD 263 Board of Education at a
legally called Board meeting, the State Board of Education as provided in K.S.A.
72-7515, the Board of Education and administrative staff of any school to which
the employee applies for employment, other persons specified by the employee in
writing to the Superintendent of Schools or Board of Education of USD 263, and
the Board attorney upon request of the USD 263 Board of Education.
P.
All amendments to the above procedure for certified employee evaluation
shall be in writing.
Q.
The above procedures for evaluation of certified employees shall be filed
with the Kansas State Board of Education prior to October 1, 1983.
Any change to the above stated procedures should be re-filed with the KSBE.
R.
The above procedures for certified employee evaluations shall become
effective with the start of the 1983-84 school year, and shall supersede any and
all prior USD 263 policies concerning the evaluation of certified employees.

ADDENDUM
In both the development of, and implementation of, the
above policies and procedures concerning the evaluation of USD 263 certified
staff, the following criteria shall be incorporated and followed:
A.
Consideration shall be given to the following personal qualities and
attributes: Efficiency, personal
qualities, professional deportment, ability, health (both physical and mental),
results and performance, including in the case of teachers the capacity to
maintain control of students, and such other matters as may be deemed material.
B.
Community attitudes toward, support for and expectations with regard to
education programs shall be reflected.
C.
The original policy and amendments thereto shall be developed by the
Board in cooperation with the persons responsible for making evaluations and the
persons who are to be evaluated, and, to the extent practicable, consideration
would be given to comment and suggestions from other community interests.
