POLICY ON STUDENT ACCEPTABLE USE OF
THE MULVANE PUBLIC SCHOOLS NETWORK


PURPOSE:

The Mulvane Public Schools provide computers and network capabilities to students for the purpose of enhancing instruction through technological resources.  The Mulvane Public Schools may make Internet access or electronic mail available to students on the Mulvane Network as educational resources.  It is a general policy of the Mulvane Public Schools to promote the use of computers in a manner, which is responsible, legal and appropriate.  Student use of the Mulvane Network is a privilege.  A student's failure to adhere to the Student Acceptable Use Policy will result in the revocation of the student's access privileges.  Should a student's access privileges be revoked, there shall be no obligation to provide a subsequent opportunity for access to the Mulvane Network.

POLICY TEXT:

I. USE OF THE MULVANE NETWORK SERVICES

Improper use of the Mulvane Network is prohibited.  Uses of the Mulvane Network that are prohibited include, but are not limited to:
 

  1. Use of the Mulvane Network for, or in support of, any illegal purposes;
  2. Use of the Mulvane Network for, or in support of, any obscene or pornographic purposes; this includes,
  3. but is not limited to, the retrieving or viewing of any sexually explicit material;
  4. Violation of any provision of Illinois School Student Records Act, which governs students' rights to privacy and the confidential maintenance of certain information including, but not limited to, a student's grades and test scores;
  5. Use of profanity, obscenity or language that is generally considered offensive or threatening to persons of a particular race, gender, religion, sexual orientation, or to persons with disabilities;  Harassment of any nature will not be tolerated.
  6. "Re-posting" or forwarding personal communications without the author's prior consent;
  7. Copying commercial software in violation of state, federal, or international copyright laws;
  8. Using the Mulvane Network for financial gain or for the transaction of any business or commercial activities;
  9. Plagiarizing (claiming another person's writings as your own) any information gained on or through the Mulvane Network or any other network access provider;
  10. Using the Mulvane Network for political lobbying;
  11. Intentionally disrupting the use of the Mulvane Network for other users, including, but not limited to, disruptive use of any process, program, or tool for ascertaining passwords or engaging in "hacking" of any kind, including, but not limited to, the illegal or unlawful entry into an electronic system to gain secret information;
  12. Providing access to the Mulvane Network to unauthorized individuals; and use of the Mulvane Network to violate any provision of the Mulvane Public Schools Discipline Code.
  13. Any electronic equipment or material checked out from school for use at home for academic purposes will be the responsibility of the student/parent. Any damage, repair or replacement to said material while checked out will be the responsibility of the parent/guardian. 

II. GENERAL INFORMATION

  • The privilege of using the Mulvane Network is free to students of the Mulvane Public Schools.
  • The student to whom an account on the Mulvane Network is issued is responsible, at all times, for its proper use.
  • A Responsible Student User of the Mulvane Network:
  • MAY keep a free account on the Mulvane Network as long as he or she is a student in the Mulvane Public Schools;
  • MAY use the Internet to research assigned classroom projects;
  • MAY use the Internet to send e-mail to other users of the Mulvane Network and to people around the globe.
  • A Responsible Student User of the Mulvane Network:
  • SHALL change his or her password frequently;
  • SHALL NOT give his or her password to another person or give out personal information;
  • SHALL follow written and oral classroom instructions.

A Responsible Student User of the Mulvane Network:

  • UNDERSTANDS that NONE of his or her communications and information accessible through the Mulvane Network is considered private or confidential and the Mulvane Public Schools reserve the right to access all user accounts, at any time, including student electronic mail,
  • UNDERSTANDS the Mulvane Network Student Acceptable Use Policy before logging on,
  • UNDERSTANDS that if the Mulvane Network Student Acceptable Use Policy is violated, the student's account on the Mulvane Network will be revoked and the district has the right to discipline any student, up to and including expulsion;
  • UNDERSTANDS that if he or she is removed from the Mulvane Network by a school administrator, he or she has the right to appeal the removal within thirty (30) days, in writing, to the principal of the school.  The school principal's decision shall be FINAL.
  • UNDERSTANDS that if he or she is removed from the Mulvane Network, there shall be no obligation to provide a subsequent opportunity to access the Network. 

PARENT OR GUARDIAN NOTIFICATION FOR STUDENT USE OF THE  MULVANE NETWORK

Parents or guardians of students in the Mulvane Public Schools will be notified through regular communication channels of the district and buildings about expectations regarding the use of the Mulvane Schools Network.

Parents, guardians, students and staff are advised that USD 263 makes no warranties of any kind, whether express or implied, for the service it is providing. The district will not be responsible for damages a user suffers. This includes loss of data resulting from delays, no-deliveries, mis-deliveries, or service interruptions caused by the district's negligence or by the user's errors or omissions. Use of any
information obtained via the Internet is at the user's own risk. The district specifically denies any responsibility for the accuracy or quality of information obtained through its sercices. All users need to consider the course of any information they obtain, and consider how valid that information may be.

Users may encounter material which is controversial and which users, parents, teachers or an administrator may consider inappropriate or offensive. However, on a global network it is impossible to control effectively the content of data and users may discover controversial material. It is the user's responsibility not to initiate access to such material. Any decision by USD 263 to restrict access to
network material shall not be deemed to impose any duty on the district to regulate the content of material on the network. The district will provide monitoring/filtering services in an attempt to block access to indecent material and maintain a subscription to update those services regularly.
 

IV.  STUDENT ACKNOWLEDGMENT FOR USE OF THE NETWORK

All students to whom an account on the Mulvane Network has been assigned shall be notified of the requirements of the Policy on student acceptable use. Students will be asked to successfully complete the Mulvane Network Test (Gr. 7-12).  A copy of the Student Network Test is provided in the appendix and will be placed in the student cumulative folder.





STUDENT ACCEPTABLE USE POLICY
NETWORK ACCESS AGREEMENT
 

  1. All use of the Internet must be in support of education and research and must be consistent with the purposes of U.S.D. 263.
  2. Any use of the network to facilitate illegal activity is prohibited. K.S.A. 21-3755
  3. Any use of the network for commercial or for profit purposes is prohibited.
  4. Use of the network for non-school related communication is prohibited
  5. Any use of the network for product advertisement or political lobbying is prohibited.
  6. Network accounts are to be used only by those authorized to use the account for authorized purposes.
  7. Communications via the network should not be assumed to be private or privileged information.
  8. No use of the network shall serve to disrupt the use of the network by others.  Hardware or software shall not be destroyed, modified, or abused in any way.
  9. No use of the network to develop programs that harass other users or infiltrate a computer's computing system and/or damage the software components of a computer or computing system is prohibited.
  10. Hate mail, harassment, discriminatory remarks, and other anti-social behavior are prohibited.
  11. The illegal installation of copyrighted software for use on computers is prohibited
  12. Use of the network to access obscene, objectionable, or pornographic material is prohibited.
  13. Use of the network to transmit material likely to be offensive or objectionable is prohibited
  14. Students will not reveal their full name, phone number, or give out their home addresses on any communications on the Internet.
  15. Each building principal or their designated representative and the District Technology Director will control access to the Network in each building.  Abuse of the use privilege may result in temporary or permanent loss of local Internet access.
  16. A detailed copy of the U.S.D. 263 NETWORK CONDITIONS, RULES, AND ACCEPTABLE USE AGREEMENT is available in each school office for student/parent review.
